Master Plans and Land Use: Keys to Playa Venao management



Playa Venao, located in the province of Los Santos, Panama, has evolved from a tourist destination for surfers and adventurous travelers to become a center of development in the region. With this transformation comes the need to implement master plans and adequate land use regulation to ensure orderly, sustainable and balanced growth.



Importance of Master Plans


A master plan is an urban and territorial planning tool that establishes a long-term vision for the development of a specific area, including aspects such as land zoning, infrastructure, public spaces and environmental sustainability strategies. In the case of Playa Venao, these plans are crucial for:


  1. Preserve natural resources: Playa Venao's beauty lies in its natural environment, so the management plan must prioritize the conservation of ecosystems.


  2. Promote sustainable development: A well-designed master plan balances economic growth with environmental protection and social welfare.


  3. Avoid land use conflicts: Establishing specific areas for residential, commercial, tourism and recreational activities ensures harmonious development.

Land Use in Playa Venao


Land use is one of the most sensitive and controversial aspects of development in any area. In previous blogs, we have explored how land planning can positively influence coastal and rural communities, and Playa Venao is no exception. Some of the keys to proper land use in this area include:


  • Zoning: Divide the territory into specific zones that clearly define the types of activities allowed in each area.


  • Protection of sensitive areas: Identify and protect areas such as mangroves, wetlands and turtle nesting areas.


  • Green infrastructure: Incorporate solutions that promote sustainability, such as natural drainage systems and biological corridors.

Towards an Orderly and Sustainable Future

Master plans and land use regulation are not only essential tools for this purpose, but also a shared responsibility between authorities, developers and local residents.

About the Land Management Plans in Pedasi (Venao Beach)


Currently, the Pedasi District does not have an approved Land Management Plan (POT). One of the closest plans is that of the District of Las Tablas. You can already consult as a reference the Local Land Use Plan of the District of Pedasi, which is being prepared as part of the “Consulting Services for the Development of the Local Land Use Plan and Climate Change Scenario Studies” in various regions, including Pedasi, Bocas del Toro, Boquete, Tierras Altas, Sona and Taboga, in the Republic of Panama. This process is being carried out under Tender No. 2020-1-45-0-99-LP-014708, promoted by the Panama Tourism Authority (ATP).
